To many people, exercise might seem like an expensive hobby. I tend to think that it's more of a lifestyle choice, and a healthy one at that. And really, when you break things down, you can actually get a fantastic workout for free.
Of course, walking and running outside are pretty much free. You can use the shoes you have, throw on an old t-shirt and shorts, and walk around the block, neighborhood, or wherever you life. You can even pack your kid in a stroller so that you don't have to worry about paying for a babysitter.
But if you want to get a really great workout for free - strength and cardio included - here are some ways to make it happen without spending a penny.
Workout DVDs: Comcast On Demand, Netflix, Library, & Exercisetv.tv
I understand that On Demand is not really "free," but if you're already paying for it, then you should utilize it for your workouts. They've got a slew of great programs, including The 30 Day Shred, so take advantage of it. Same goes for Netflix. If you're a member, then use it to get a workout dvd!
The library is a wonderful resource for workout dvds, and often times, if they don't have what you're looking for, you can suggest ones that you think would be a good addition to their collection.
You'll also find a ton of free downloads at Exercisetv.tv, including full workouts as well as shorter ones - like abs, strength, and other toning programs. You can play them right on your computer.
Exercise Equipment: Freecycle, Borrow, or Check Your Pantry
If you're looking to add weight training into the mix, ask a neighbor or friend if you can borrow weights. You'd be surprised as to how many people have hand weights collecting dust.
You can also join your local Freecycle group and ask if anyone has any they are trying to get rid of. Freecycle does ask that your first freecycle experience is a give and not a take, but considering how much stuff I have laying around my house, that's a no brainer.
And finally, check your pantry. Large cans work well as weights and while they can be a little more difficult to hold, you'll get a great workout.
Workout Clothes: Freecycle and Clothing Swap Parties
Freecycle is also a great way to get workout clothes, especially on a really strict budget. I'm one to probably buy my own sports bra, but if you can snag a pair of running shorts or something like that, it's one less thing you have to buy.
Another great way to way to get new clothes for free is to host a clothing swap party. Invite your friends and neighbors to bring along clothes and shoes they don't wear or don't fit in anymore and host a little boutique party in your own home. Folks get to trade in their own styles for something new; this could be a fantastic way to snag some new workout clothes.

Great ideas---I've been so impressed with what I can access on Exercise TV just though my Comcast subscription.
One other idea (esp if you have loads of DVD's lying around) is to join an online swap for DVD's like this one:

I've used their "sister site" (paperback swap) with great success, so I imagine this one works as smoothly.

Also - if you have Dish or DirecTV you may want to check if you have the FIT channel. I do, and I'll DVR programs there for free.

You can also check half.com or your favorite book swap site (bookins.com, etc.) for DVDs or videos -- if you still have a VHS player hanging around you can get workout videos for pennies.

Also check around your area for one of those outdoor fitness trails -- with chin-up bars, tire runs, etc. -- just to mix it up.
